本标准规定了社会单位(以下简称单位)的消防安全基础能力，即“检查消除火灾隐患、组织扑救初起火灾、组织人员安全疏散逃生和消防宣传教育培训”(以下简称“四个能力”)，建设的术语和定义、总则、要求和建设评估。
本标准适用于消防安全重点单位和人员密集场所。其他单位的消防安全“四个能力”建设工作，也可参照使用。
