本标准规定了上海市政府系统单位（以下简称单位）值守应急管理工作的总体要求、职责、日常值守、突发事件应急协调处置、信息报告、培训、工作场所选址、设施配置以及检查、监督和评估的基本要求。
本标准适用于市、区（县）两级政府及其组成部门、直属机构和单位、部门管理机构和市级基层应急管理单元。
乡镇人民政府、街道办事处及上海市其他单位的值守应急管理可参照本标准执行。
