本规程规定了钻探施工过程所有工序的技术要求及相关管理规定。
本规程中对“岩心”的界定是广义的，指能采集到的各类岩石样品，即除圆柱状的岩心外，也包括各种岩块、岩样和岩屑，故各种反循环连续取心也被纳入岩心钻探的范围。
本规程主要适用于地质岩心钻探，工程勘察、工程施工、水文水井钻探和油气井钻探的小口径钻孔施工，可参照本规程。
本规程适用于孔深3 000 m以内的钻孔施工。
