本标准包括钻井工程设计、钻前准备及验收、钻井工程质量要求、钻井施工作业、煤层气井井控要求、取心施工作业、固井施工作业要求、健康、安全与环境管理（HSE）要求、钻井工程资料汇交要求及钻井完井交接验收等十项内容，规范了煤层气钻井工程作业全过程的程序和要求。
本标准适用于井深在1 500 m以内的煤层气参数井、试验井、生产井等直井的钻井设计、施工作业、工程质量要求、资料汇交和验收等方面，对于煤成气井、浅层气井、水平井的钻井作业可参照执行，本标准未尽内容可参照其他有关石油天然气行业标准执行。
