本文件适用于我国各类陆生珍稀濒危野生植物的保护与恢复，具体包括《国家重点保护野生植物名录》和《濒危野生动植物物种国际贸易公约》附录所涉及的植物物种，《中国生物多样性红色名录高等植物卷（2020）》和《世界自然保护联盟濒危物种红色名录》所列受威胁物种，以及通过科学调查评价后确定急需保护的其他物种。苔藓、藻类、地衣等非维管植物不适用本文件。非珍稀濒危陆生野生植物的保护和恢复参照执行。
