地理标记语言（GML）是与ISO 19118一致的XML编码，用于传输和存储根据ISO 19100系列标准采用的概念模型框架建模的地理信息，包括地理要素的空间与非空间特性。本文件规定XML模式语法、机制和约定，包括：--提供开放的、中立的框架用于描述地理空间应用模式，可以XML格式传输和存储地理信息；--使得专用标准可选用适当的、具有GML框架描述能力的子集；--支持特定领域和信息团体描述地理空间应用模式；--用以创建并维护链接的地理应用模式和数据集；--支持存储和传输应用模式和数据集；--提高共享地理应用模式及其所描述信息的能力。实现者可规定是否使用GML存储地理应用模式和信息，或根据需要从其他存储格式进行转换，也可规定只使用GML传输模式和数据。本文件以GB/T 23708-2009为基础，扩展了模式组件和要求。注： 与ISO 19109中以UML形式描述的应用模式一致，作为传输和存储地理信息的基础，本文件提供了从该模式到以XML模式表示的GML应用模式进行映射的标准规则，以及与ISO 19109应用模式一致的、描述结构化数据的XML编码。
