本文件规定了ISO 5053-1:2020所定义的非起升的自行式货物载运车和/或具有三个或更多车轮、最大速度不超过56 km/h、载重量不超过5 000 kg的自行式人员载运车（以下简称“载运车”或“车辆”)的安全要求及其验证方法。
本文件适用于装有平台（可倾斜)以运载货物，或者装有座位以运送乘客的车辆。
本文件不适用于：
——主要用于土方作业或公路运输的车辆；
——无人驾驶车辆；
——高尔夫球车；
——挂钩牵引力不大于20 000 N，装有载货平台的牵引车。
本文件涉及有关机械在制造商预期用途下使用和可预见条件下误用的，如附录A所列的所有重大危险、危险状态或危险事件。
