Scope of Application：
GB/T 21296的本部分规定了动态公路车辆自动衡器（以下简称：WIM衡器）的术语和定义、分类与命名、计量要求、通用技术要求、生产和安装要求、安装条件及维护通用要求、WIM系统功能及数据要求、测试方法、检验规则，以及标志、包装、运输和贮存等要求。
本部分适用于WIM衡器的法律相关应用和普通应用。
本部分适用于安装于称量控制区，采用重力作用原理获得公路车辆轴载荷（可以直接测得，也可由分别测得的轮载荷累加获得）、轴组载荷以及整车质量的WIM衡器或系统，不论其具体产品结构和技术实现方式。无称量控制区的动态车辆自动衡器可参照本部分。
本部分不适用于测量时承载器或测量装置与车辆不发生行驶水平方向相对运动的衡器或测量系统。如静态轮重仪、嵌入车辆组成部件的装载测量装置等。
本部分不适用于称量时不能保证被测车辆所有轮胎与承载器上表面近似位于同一平面上的衡器或测量系统（如将承载器简单放置于公路表面之上的产品和系统）。
本部分不适用于仅测量单侧轮载荷，然后通过倍乘获得轴载荷、轴组载荷、整车质量的衡器。
