本标准规定了海洋运输船舶应变部署表和应变部署卡的基本要求、货船和客船在弃船救生、消防灭火时，船上所有人员的分工部署、职责和技术动作，以及应变部署表和应变部署卡在船上的配备和填写要求。
本标准适用于航行于海上的从事商业运输为目的，500总吨及以上的货船、载客12人及以上的客船。其他船舶，如工程船、科学考察船、海洋测量船、渔船以及500总吨以下货船和载客12人以下的船舶等，可参照使用。
