本标准规定了以优质无烟块煤、非优质无烟块煤、型煤、粉煤（包括无烟煤、烟煤）、天然气为原料生产的合成氨单位产品能源消耗（以下简称能耗）限额的要求、统计范围和计算方法。
本标准适用于以优质无烟块煤、非优质无烟块煤、型煤、粉煤、天然气为原料生产合成氨产品的企业能耗的计算、考核，以及对新建项目的能耗控制。
本标准不适用于重油、渣油、褐煤、焦炉气为原料生产合成氨的装置。
