本标准规定了锡冶炼企业单位产品的能源消耗（以下简称能耗）限额的技术要求、统计范围、计算方法、计算范围和节能管理与措施。
本标准适用于以锡精矿为主要原料的所有锡冶炼企业的单位产品能耗的计算、考核，以及新建锡冶炼项目的能耗控制。
本标准不适用于以综合回收为主的锡冶炼企业的单位产品能耗的计算、考核。
