本标准规定了各类车辆涂料中对人体和环境有害的物质容许限量所涉及的产品分类、要求、测试方法、检验规则、包装标志、标准的实施。本标准适用于除腻子以外的各类汽车原厂涂料、汽车修补用涂料、轨道交通车辆涂料、摩托车（含电动摩托车）涂料、自行车（含电动自行车）涂料、其他车辆（专项作业车、低速汽车、挂车等）涂料、车辆用零部件涂料。本标准不适用于拖拉机运输机组用涂料、轮式专用机械车用涂料、军用车辆涂料。
