本标准适用于所有已知的消费者常用香烟打火机、雪茄打火机和烟斗打火机。
本标准不适用于火柴及其他用来点燃除香烟、雪茄、烟斗以外物质的点火装置。
打火机作为产生火焰的工具，与其他火焰源一样，对使用者具有潜在的危害。本标准不能排除所有危害，但试图把对使用者的潜在危害减少到最小程度。
