本标准规定了电力生产单位和在电力生产场所工作人员的基本电气安全要求。
本标准适用于具有66 kV及以上电压等级设施的发电企业所有运用中的电气设备及其相关场所；具有35 kV及以上电压等级设施的输电、变电和配电企业所有运用中的电气设备及其相关场所；具有220 kV及以上电压等级设施的用电单位运用中的电气设备及其相关场所。其他电力企业和用电单位也可参考使用。
