本标准规定了台式微型计算机、具有显示功能的一体式台式微型计算机(简称一体机)和便携式计算机(以上统称微型计算机)的能效限定值、节能评价值、试验方法和检验规则。
本标准适用于普通用途微型计算机，不适用于工作站及工控机。
本标准不适用于具有两个及两个以上独立图形显示单元的微型计算机，也不适用于电源额定功率大于750 W的微型计算机。
本标准不适用于显示屏对角线小于0.294 6 m(11.6英寸)的便携式计算机及一体机。
