本标准规定了生产固体磷酸一铵肥料单位产品的能源消耗(简称能耗)限额的技术要求、计算方法、节能管理与措施。
本标准适用于以硫酸、磷矿、氨为原料，采用二水法、半水法、半水二水法工艺生产磷酸，及采用传统法、料浆法工艺生产磷酸一铵的企业进行单位产品能耗的计算、控制与考核，以及新建项目的能耗控制。
本标准不适用于用外购商品磷酸生产的磷酸一铵，也不适用于以磷酸、氨等为原料生产工业级磷酸一铵。
