本标准规定了多晶硅企业单位产品能源消耗（以下简称能耗)限额的技术要求、统计范围、计算方法、计算范围、节能管理与措施。
本标准适用于所有以工业硅、氯气、氢气为原料生产三氯氢硅，以及副产物四氯化硅经氢化生产三氯氢硅，三氯氢硅经精馏提纯后，用高纯氢气还原生产多晶硅的企业单位产品能耗的计算、考核，以及对新建项目的能耗控制。
