Scope of Application：
This document stipulates the limit level, technical requirements, statistical scope and calculation method of energy consumption per unit product (hereinafter referred to as "energy consumption") of coal-to-olefin, coal-to-gas and coal-to-oil. This document applies to the calculation and assessment of energy consumption of coal (via methanol) to olefin, coal to natural gas, coal to oil by direct liquefaction, coal to oil by indirect liquefaction, as well as the control of energy consumption of new construction or renovation and expansion projects. This document does not apply to enterprises producing olefins from coke oven gas or diversified raw materials, nor does it apply to enterprises producing olefins from purchased methanol.
