GB 30439的本部分规定了工业过程中使用的流量计的电击和电灼伤、机械危险、过高温、火焰从流量计内向外蔓延、流体和流体压力的影响、爆炸和内爆的安全要求。
本部分不包括与安全无关的设备的可靠功能、性能或其他特性、运输包装的有效性、电磁兼容（EMC）要求、对爆炸环境的防护措施、维修（修理）、维修（修理）人员的防护。
