本标准规定了水电解制氢系统（以下简称制氢系统）的能效限定值、节能评价值、能效等级、试验方法和检验规则。本标准适用于固定式或移动式制氢系统，其水电解槽结构为双极性、压滤式、压力型﹑产量≥5 m3/h。本标准不适用于常压水电解制氢设备、产量＜5 m3/h的小型制氢设备、固体聚合物电解质电解槽（SPE）和氢氧发生器。
