GB 4706的本部分规定了适用于家用和类似用途的电动真空吸尘器和吸水式清洁器具的安全，包括用于动物清洁的真空吸尘器，其单相器具额定电压不超过250 V，同时也适用于中央吸尘器和带有充电电池的自动清洁器具。
本部分也适用于动力清洁头和带有载流管的特殊真空吸尘器。
不作为一般家庭使用，但是可能对公众产生危险的器具，例如在商店或其他经营场所，被非专业人员作为一般家务用途使用的器具也适用。
