本标准规定了气态氢在使用、置换、储存、压缩与充（灌）装、排放过程以及消防与紧急情况处理、安全防护方面的安全技术要求。
本标准适用于气态氢生产后的地面上各作业场所，不适用于液态氢、水上气态氢、航空用氢场所及车上供氢系统。氢气生产中的相应环节可参照执行。
