GB 6675的本部分规定了玩具的基本安全要求及其实施与监督、法律责任等，基本安全要求包括机械和物理性能、易燃性能、化学性能、电气性能、卫生要求、辐射性能和标识要求。
本部分适用于设计或预定供14岁以下儿童玩耍时使用的玩具，也适用于不是专门设计供玩耍、但具有玩耍功能的供14岁以下儿童使用的产品。
本标准适用于预定供境内销售和使用的玩具（含试用和免费赠送的玩具）。
