GB/T 13871的本部分规定了密封元件为弹性体材料的旋转轴唇形密封圈的公称尺寸；规定了六种基本类型的密封圈，其描述和图示见图1；为了保证不同制造商生产的密封圈的互换性，也规定了轴和腔体的尺寸极限；并给出了密封圈基本尺寸的推荐公差。
本部分适用于轴径为6 mm～400 mm以及相配合的腔体为16 mm～440 mm的旋转轴唇形密封圈，不适用于较高的压力（＞0.05 MPa）下使用的旋转轴唇形密封圈。
