本标准规定了使用50 Hz或60 Hz、1 000 V以下交流电源，与管形预热阴极荧光灯一起工作的(非电阻型)镇流器的性能要求，其所用荧光灯可以带或不带启动器或启动装置工作，灯的额定功率、尺寸和特性均应符合IEC 60081和IEC 60901的规定。
本标准适用于完整的镇流器及其零部件，例如，电阻、变压器和电容。
本标准不包括GB 19510.4所规定的高频工作的管形荧光灯用交流电子镇流器。
