本标准规定的信号质量要求，局限于在具有异步DCE的接口处或具有以异步方式操作的同步DCE的接口处，按照CCITT建议V.14或V.42的起止式传输。关于以在同步方式操作进行运行的DTE的信号质量不是本标准的组成部分。
当在CCITT建议I.411定义的并在CCITT建议V.110、V.120和X.30中所规定的ISDN参考点R处理上述国标或CCITT建议中规定的接口时，本标准也是适用的。
