本标准规定了暴露和排除硬件和软件产品中的薄弱环节的要求和导则，以达到可靠性增长的目的。本标准适用于当产品规范要求设备(电子、机电、机械硬件及软件)有可靠性增长大纲或已知设计若不改进则不可能满足要求时。
本标准主要内容包括基本概念，管理、计划、试验(实验室和现场试验)、失效分析和改进技术。为了估计增长后达到的可靠性水平，还简略概述了数学模型。
