本标准规定了同步数字体系（SDH）设备的功能块特性。同步数字体系（SDH）设备的功能块总图见图1。
在本标准中的功能性定义适用于SDH的用户网络接口（UNI）和网络节点接口（NNI）。
本标准适用于传送网体系设备，并非在本标准中定义的所有功能块对每种应用都是必要的。可以选择本标准中功能块的不同子集，根据本标准给出的组合规则，以不同的方式组合提供不同的设备功能。网络运营商和设备制造商可以选择为实现某种应用而选择需要哪些功能。
