GB(GB/T)16895的本部分的特殊要求适用于在人的活动受到限制的场所的可导电场所中的固定设备，并且适用于在这样的场所使用的便携式设备的供电。
活动受限制的可导电场所，主要是由金属或其他可导电体包围的部分而构成的，在这种场所中的人很可能通过其身体的大面积与金属或其他的可导电体包围的部分相接触，而阻止这种接触的可能性是很小的。
