GB/T 16935的本部分规定了低压系统中设备的绝缘配合，本部分适用于海拔至2 000 m，额定电压交流至1 000 V、额定频率至30 kHz或直流至1 500 V的设备。
根据设备的性能标准，本部分对设备的电气间隙、爬电距离和固体绝缘的要求作了规定。本部分包括有关绝缘配合的电气试验方法。
本部分规定的最小电气间隙不适用于具有电离气体之处。有关这种情况的特殊要求可由相应的产品标准技术委员会自行处理。
