本标准规定了温度高于0 ℃、稳态湿条件下（即不受湿迁移影响）用防护热板或热流计装置测定含湿材料传热率（λ*）的方法。含湿材料的传热率是含湿率的函数，结合材料内湿度分布的资料，可估算材料的实际热性能。
由于分析和解释结果的困难，本标准不适用于瞬态测量方法。λ*的使用、使用条件下的湿度分布以及预计使用状态下的热性能都超出本标准的范围。然而，如有可能，在确定λ*时宜考虑使用条件下的湿度分布。
