本标准规定了土方机械用约束系统（座椅安全带及其固定器）的最低性能要求。一旦机器滚翻（见GB/T 17922中的规定）时，须用它将司机或驾乘人员拉牢于滚翻保护结构（ROPS）之内，或一旦机器倾翻（见GB/T 19930中的规定）时，须用它将司机或驾乘人员拉牢于倾翻保护结构（TOPS）之内。
