在GB/T 17971.1描述的基本范围内，GB/T 17971的本部分规定小键盘数字零到九 “1-2-3”布局的数字分区ZN0的字母分配。本部分规定的布局旨在使用字母代替数字的信息技术设备键盘适用于数字信息的保持记忆。
在还包含有字母数字区的键盘上，在数字分区ZN0上不应使用字母来保持记忆数字信息。以不同方式使用两套不同的字母数字符号会给键盘用户带来混淆。
