GB/T 18029的本部分规定了最大速度不超过15 km/h残疾人用室内和（或）室外型电动轮椅车和电动代步车电磁辐射和电磁抗扰度的要求和测试方法。GB/T 18029的本部分也适用于外接电驱动助力套件的手动轮椅车，不适用于能乘载1人以上的交通工具。
GB/T 18029的本部分也规定了与电动轮椅车和电动代步车一起使用的电池充电器的电磁兼容性要求和测试方法。
为便于通过试验结果进行性能比较，对于可调轮椅车和代步车，给出了参考配置。
