本标准规定了我国城镇土地估价的术语和定义、总则、价格影响因素、主要估价方法、基准地价评估、宗地地价评估程序、不同用途土地价格评估、不同权利状态下土地价格评估。
本标准适用于城镇、独立工矿区范围内的建设用地“基准地价”和“宗地地价”评估。
农村建设用地地价评估可参照本标准执行。
