本标准规定了电力系统安全稳定控制系统（简称稳控系统）验收检验、定期检验及补充检验等的种类、周期、内容及要求。
本标准适用于电网企业、并网运行的发电企业及用户负责稳控系统（装置）管理和运行维护的单位。有关规划设计、研究制造、安装调试单位及部门亦应遵守本标准。
对于单个厂站的安全稳定控制装置（简称稳控装置）可以参照执行。
