1.1本标准规定了通过测定汽车在模拟市区和市郊工况循环下的二氧化碳(CO2)、一氧化碳(CO)和碳氢化合物(HC)排放量，并用碳平衡法计算燃料消耗量的试验和计算方法，以及生产一致性的检查和判定方法。
1.2本标准适用于以点燃式发动机或压燃式发动机为动力，最大设计车速大于或等于50 km/h的M1类、N1类和最大设计总质量不超过3 500 kg的M2类车辆。
1.3本标准不适用于不能燃用汽油或柴油的车辆。
