本标准规定了通过测定汽车二氧化碳（CO2)、一氧化碳（CO)和碳氢化合物（HC)排放量，用碳平衡法计算燃料消耗量的试验、计算方法以及生产一致性的检查和判定方法。
本标准适用于以点燃式发动机或压燃式发动机为动力，最大设计车速大于或等于50 km/h的N1类和最大设计总质量不超过3 500 kg的M1、M2类车辆。最大设计总质量超过3 500 kg的M1类车辆可参照执行。
本标准适用于能够燃用汽油或柴油的车辆，不适用于混合动力电动汽车；其他燃料类型车辆可参照执行。
