本标准规定了公众电信网设备和电信终端设备的基本抗扰度要求，以及在给定环境下最低限度的试验水平。如果有适用的专门的产品（族）标准，应优先遵循专门的产品（族）标准。
本标准适用于下列的所有设备类型：
--电信网络设备，包括：交换设备、传输设备、无线设备、电源设备、服务器及存储设备、监测设备和控制设备。
--电信终端设备，包括：无线终端设备、电话机、传真机和用户交换机。
--电信网间互连设备。本标准不适用于设备的防护要求。
