本标准规定了使人员落水风险减至最小和便于落水人员重新登艇的安全装置和布置的设计、建造及强度要求。
本标准所述为单独使用或组合使用以达到上述目的的装置，适用于艇体长度不大于24 m的小艇。
本标准不适用于下列类型的艇：
——玩具艇；
——独木舟、皮艇或宽度小于1.1 m的其他艇；
——ISO 13590所含个人艇；
——GB/T 20897所含艇长小于8 m的充气艇。
