GB/T 19889的本部分规定了屋面、屋顶/天花板系统和天窗等建筑构件雨噪声隔声性能的实验室测量方法，本方法中雨噪声由模拟降雨激发建筑构件产生。结果可用于比较不同构件的雨噪声隔声性能，并根据雨噪声隔声性能的要求合理地进行建筑构件的设计。
本部分测量的雨噪声是指雨滴冲击屋盖引起建筑构件振动而向室内辐射的噪声。雨噪声的激励源为水箱控制的模拟降雨，测量实验室的侧向传声是受抑制的。
