本标准规定了运输过程中相关的参与方之间使用XML格式进行运输设备进场/出场报告数据交换所用结构和标记的定义，以及XML模式(Schema)的结构。
本标准适用于公路运输、水路运输有关运输设备进场/出场报告的电子数据交换，可用于运输设备（例如集装箱、托盘、车底盘、铁路整车、铁路零担等，重或空）的前程运输和接续运输，确认所指定的运输设备已由内陆承运人（公路、铁路、航空承运人等）提取或接收，也适用于运输设备在码头、仓库内部移动的报告（不包括装船、卸船）。铁路运输和航空运输也可以参照应用。
