本标准规定了运输过程中相关的参与方之间，基于XML格式的运输工具(例如船舶、汽车等)驶离通知数据交换所使用的报文结构和标记的定义，以及XML模式Schema的结构。
本标准适用于公路、水路运输有关运输工具(例如船舶、汽车等)驶离通知的电子数据交换，它由港口或装卸作业方发送给运输工具的承运人或代理，也可由承运人或代理发送给下一个挂靠港口或装卸作业方以及相关的调度、监管机构等，通知其运输工具离开当前的装卸地点，以及提供有关集装箱或货物实际作业的有关信息。铁路运输和航空运输也可以参照应用。
