本标准规定了中国境内注册发行的证券及相关金融工具国际识别码(ISIN）的编码规则、注册机构、编码分配等内容，为可替换与不可替换的证券和金融工具提供了一种统一的标识结构。
本标准适用于发行人注册地在中国境内，并在中国证券市场、期货市场、银行间市场、场外市场以及境外资本市场挂牌交易的证券及相关金融工具；也适用于发行人注册地在中国境内，并且在本标准实施前已经分配了ISIN识别码的证券及相关金融工具。
