尽管本标准适用于GB／T 5654—2007中提到的所有液体，甚至是高绝缘性能液体，但该标准并不能替代GB／T 5654—2007。本方法可以在工频下准确的测量小到10-6的介质损耗因数，其测量范围为10-6到1之间，特殊条件下可以达到200。
