本标准适用于从事水上客、货运输活动的我国企业或个体经营的营业性机动船舶（含悬挂外国旗的营业性机动船舶），内河为在固定航道从事运输活动的营业性机动船舶；不适用于过河渡船、封闭水域内从事休闲旅游的娱乐性船舶。
