本部分目的是使GB/T 21413.1所规定的一般条件适用于机车车辆上的所有电工器件，以保证相应器件技术要求和试验的一致性。
电工器件主要是指开关设备和控制设备，包括继电器、开关、电阻器、熔断器等，但不含其控制部分。
