本标准适用于一般低压电器电量监控器和基于现场总线的电量监控器(以下简称监控器)，本标准规定的监控器适用于参比频率为 50Hz(或 60Hz)的电路，能检测电压、电流、有功功率、无功功率、功率因数、频率、电能等参数，也可附带开关量输入和开关量输出，通过开关量输出实现某种保护或控制功能，并可作为监控模块与低压电器配合使用，使不带智能控制的低压电器具有智能控制和网络控制功能。
本标准不适用于便携式监控器。
本标准规定了监控器的分类、工作条件、结构和性能要求、试验方法和试验规则等。
