本部分使用UML、纯文本和抽象语法记法1（ASN.1）描述并定义了患者持有的健康数据卡使用或引用的有限临床数据对象。
本部分规定了数据对象“有限临床数据”中所包含数据的基本结构，但是没有规定或者给出存储在设备中强制性特定数据集。比较典型的是，有限临床数据中的数据对象所包含的数据是为了用于急诊服务，但并非提供急诊所需的所有信息。
本部分适用于记录或者传送患者健康卡的数据，这些数据可存放于符合GB/T 14916 中ID-1卡物理尺寸规定的卡中。
