GB/T 21715的本部分规定了“用药数据”对象中所含数据的基本结构，没有规定或指定用于存储在设备中的专门数据集。
本部分适用于由患者健康卡数据记录或传递的数据，该患者健康卡与GB/T 14916中定义的各类ID1卡的物理尺寸一致。
本部分旨在用于通过健康卡为健康专业人员、患者或非专业医护人员提供相关信息。
在设计好相关数据集后，该卡也可以用于将新开的（电子）处方从开处方人传递给药剂师或药房。
